WHAT is the course about?

This 3 day course on Monitoring & Evaluation in Unstable & Fast Changing Environments covers the main designs that exist for monitoring & evaluation, and examines how these apply to unstable and fast changing environments. Through practical case studies we will discover the specific tools required to monitor and carry out assessments in these situations, and be exposed to common sense and counter-intuitive methods to overcome the constraints that emerge in sensitive, data poor and fast moving conditions.

This course is an opportunity to engage with others to learn from existing models, but also to gain from that experience which can never be captured in books in a neutral and open environment.

This course will provide participants with a clear understanding of the key tools, methodologies and concepts used in mainstream monitoring & evaluation, and explores their limitations, challenging participants to think about options.

The course is designed both for those who commission or carry out evaluations, and for others working in or on complex situations, seeking to gain an analytical perspective on their impact.

HOW will the course be run?

The course is interactive, allowing participants to work on case studies, apply their learning and share their experiences. The course will cover the following key areas:

  • The challenges of monitoring & evaluation - purpose, types and scopes of monitoring & evaluations – accountability or learning
  • Introduction to impact assessments and framing the evaluation - identifying objectives and spheres of influence, levels of analysis and defining evaluation questions
  • Analytical frameworks - an introduction to mapping methods
  • Evaluation criteria and data collection methods - OECD DAC evaluation criteria and data collection methods
  • Data analysis, report writing and evaluation ethics
  • Evaluation management - The consultant vs the client’s view

WHO is the course Leader?

Emery Brusset specialises in performance assessments, with a focus on operations in fast changing and sensitive environments, human rights, promotion of the rule of law and humanitarian aid and has more than 15 years experience. He routinely leads stakeholder engagement teams in the field and frequently facilitates training in assessment methodologies and has conducted over 100 monitoring and evaluations around the world. Emery has carried out training in conflict handling for DFID staff and in the application of the logical framework to conflict programming. He had a brief career in UN humanitarian missions serving in Iraq, Sudan and Rwanda, providing policy advice at senior levels. He is a graduate of Yale University and the London School of Economics in sociology and political science.

  • Taking advantage of complexity in the context: monitoring & evaluation from the perspective of the operating environment; presentation of context mapping tools for evaluation;
  • Manage and plan successful monitoring & evaluation programmes in non-linear, sensitive, fast moving or data poor environments;
  • Know how to effectively use and disseminate the results of monitoring & evaluations and also explaining the ethics in monitoring & evaluation relating to social impact.
